Strive to build an Internet that ＂gives people more sense of gain, happiness and security＂

　　After half a century’s development, the Internet has become a relatively independent space for human activities, which is interrelated with the real world, and has turned the world into a "global village". After a quarter of a century of development, China has become the country with the largest number of network users, the widest network coverage, the largest network use field, the fastest development of network technology and the greatest benefit to the people. The Internet has become an important space and means for people to study, work and live. Based on the increasing importance of Internet development for human development and people’s happiness, the CPC Central Committee attaches great importance to Internet development. The Supreme Leader General Secretary pointed out that Internet development "must implement the people-centered development thought" and "make the Internet better benefit the country and people", and put forward the important concept of "building a community of cyberspace destiny". To this end, in his congratulatory letter to the Sixth Internet Conference, General Secretary of the Supreme Leader issued an initiative and call to the world to develop, use and manage the Internet well, which not only complied with the objective trend of Internet development, but also reflected the wishes of the people and the requirements of mankind.

　　First, carry out the development idea of "people-centered" and definitely "develop" the Internet.

　　In his speech at the symposium on network security and informatization, General Secretary of the Supreme Leader emphasized: "To develop the network information business, we must implement the people-centered development idea" and "provide useful, affordable and well-used information services for ordinary people, so that hundreds of millions of people can have more sense of gain in sharing the fruits of Internet development".

　　First, establish the concept of "people-centered" Internet development, continuously improve the understanding of the relationship between Internet development and people’s livelihood and people’s happiness, and provide ideological and cognitive guarantee for the "good development" of the Internet.

　　Generally speaking, the Internet is still a new thing, and people have a process of deepening their understanding of the existence and development of the Internet. Since the 18th National Congress, our Party has been far-sighted, stood at the height of human destiny and people’s happiness, revealed the development trend of the Internet, and made clear the important functions and missions of the Internet in promoting human development and ensuring people’s happiness. General Secretary of the Supreme Leader put forward the idea of "people-centered" in Internet development and the idea of "building a community of destiny in cyberspace". To develop the Internet well, we must make the whole party firmly establish the concept of "people-centered", and ideologically realize that it is also the practice of the party’s initial heart and mission to make people have more sense of gain, happiness and security in the development of the Internet, and truly realize a high degree of consciousness in ideological understanding, thus providing ideological guarantee for the development of the Internet.

　　Second, formulate policies and systems that adapt to the development of the Internet and the requirements of the people, and provide policy and system guarantees for "developing" the Internet.

　　The development of the Internet has become an important space and way for people to work and live, and it has also become an important way for the party and the government to keep close contact with the people, which is related to all aspects of the country, society and people. In his congratulatory letter to the Sixth Internet Conference, the Supreme Leader General Secretary also clearly pointed out that new technologies, new applications and new formats are in the ascendant, and the Internet has ushered in stronger development momentum and broader development space. It is precisely because the development space of the Internet is growing, and it is related to thousands of households and the national economy and people’s livelihood. Its development must have scientific policy and institutional basis, so as to achieve regulatory development and scientific development. The Party and the government should formulate policies and suggestions for the scientific development of the Internet according to the objective laws and development trends of the Internet and the functions and roles of the Internet in national rejuvenation, people’s happiness, national prosperity and human progress. Under the guidance of the Party’s thought of strengthening the country by network, the legislature should formulate laws and regulations conducive to the development of the Internet, thus laying a policy and legal basis for the "good development" of the Internet.

　　Third, support and promote the innovation and entrepreneurship of new technologies, new applications and new formats, and provide technical and application support for "developing" the Internet.

　　Internet is the product of high-tech development, and it also depends on the continuous development of high-tech. The development of science and technology has the characteristics of high investment and high risk, and the whole society must form a pattern that is conducive to guiding and encouraging scientific and technological enterprises and scientific and technological personnel to innovate and start new Internet technologies. In the final analysis, the competition in today’s world is the competition of science and technology, and Internet technology and cyberspace are the main fields and battlefields of competition. Internet technology is also the "core technology" and "national weapon" in today’s technological development, which is related to the national economy and people’s livelihood, as well as international competition and human progress. In his congratulatory letter, the Supreme Leader clearly pointed out that new technologies, new applications and new formats such as artificial intelligence, big data and Internet of Things are in the ascendant, so we must intensify innovation in these fields, stay in the forefront of the world, arm the Internet with updated technologies, develop the Internet with updated applications, and prosper the Internet with updated formats, thus providing technical support for the "good development" of the Internet.

　　Second, with the aim of "making people have more sense of gain and happiness", we must make good use of the Internet.

　　The development of the Internet makes its position more and more important and its role more and more important. If it cannot be used well, its position and role will not be reflected. Therefore, in his congratulatory letter, General Secretary of the Supreme Leader particularly emphasized the need to "make good use of" the Internet.

　　First, the party and government organs serving the people should make good use of the Internet.

　　The Internet is developing faster and better, and it has become an important way for the Party and the government to contact and communicate with the people. Various government affairs of the party and government organs are electronic and convenient through the Internet, and the people are more and more fond of and accustomed to handling various related affairs through the Internet. From this perspective, the party and government organs and staff should "make good use" of the Internet, so that people can have more sense of gain and happiness, which is the concrete embodiment of the party’s initial intention and mission, that is, to implement and practice the "people-centered" development thought. To "make good use" of the Internet, the party and government organs should conduct the affairs related to the people’s vital interests through the Internet as much as possible, and ensure that the people are simple, convenient and affordable in handling related affairs on the Internet, and develop in the direction of zero distance and all-weather, so that the people can truly feel the respect of the party and the government for the "people’s dominant position" through the Internet, thus increasing the people’s sense of acquisition and happiness.

　　Second, enterprises and institutions that provide various services to the people should make good use of the Internet.

　　With the development of the Internet, it has become the main way for businesses to connect with consumers, and various e-commerce models and marketing methods have emerged one after another. Selling and consuming on the Internet has become the basic way of business development in the new era. People are more and more fond of consulting, making decisions and implementing consumption behavior through the Internet, and more and more people are also employed and starting businesses through the Internet. The development of the Internet requires Internet companies to take people’s sense of gain and happiness as an important operating concept, because only when people have a sense of gain and happiness in the Internet will they trust, like and support the Internet, and Internet commerce will achieve healthy development. Under the guidance of this concept, Internet companies must adhere to the principle of user first and provide safe, convenient, practical and affordable services, so that users have a clear sense of gain in economic cost, time cost, energy cost and psychological cost, thus enhancing their happiness.

At the same time, the competent department of ideology should actively guide, support and reward Internet security technology enterprises to develop and create various advanced technologies that are conducive to the detection and supervision of ideological security on the Internet, so that they can reduce and eliminate ideological security risks from the source and make people feel spiritual and psychological security on the Internet. At the same time, we should also attach importance to, encourage, support and reward the development and application of related technologies related to people’s property safety and personal rights and interests safety, and constantly enhance people’s sense of security when using the Internet.

　　Second, strengthen the law enforcement of Internet law enforcement departments, so that Internet enterprises and users can use the Internet according to law and build the Internet into a safe and reliable "clean place".

　　It is the responsibility and obligation of every Internet user to make people feel more secure on the Internet. On the basis of defining the security responsibility of Internet users in policies and laws, Internet law enforcement departments should strictly enforce the law, so as to ensure that there is no dead space and time for Internet security supervision, and those who cause hidden dangers of Internet security, especially the security consequences, must be held accountable according to law. Internet companies must fulfill their security obligations in providing services and information, and ensure the ideological security of various services and the security of information, services, payment and processes, so that network users can use the Internet safely and securely, and enhance people’s trust and security in the Internet. Every netizen should also use the internet according to the law, so that every behavior of himself can come from goodwill, love, compliance with the law and safety. If every Internet user can use the Internet according to laws and regulations, and Internet law enforcement departments can supervise it according to laws and regulations, the Internet will certainly be built into a "clean place" that "makes people feel more secure".
